Apartment Renovation and Facade Beautification Across Los Angeles
Aggregate Construction Group is a general contractor specializing in apartment building renovation and exterior beautification across Los Angeles County. This is different work from single family remodeling and most remodeling contractors are not set up for it. The building stays occupied. Scaffolding sits over walkways residents use every day. Notice requirements, work hour limits, and habitability rules shape the schedule before the first trade shows up. A crew that is excellent in an empty house can create a legal problem in a tenanted building.
Our portfolio runs heavily to this work, including full facade transformations with new stucco, rebuilt balconies and ironwork, courtyard and common area upgrades, exterior lighting, paving, and custom building signage. Owners come to us because the same team can handle the compliance side and the construction side, from balcony inspection through the repairs that follow.
Common Area, Facade, and Unit Turn Scope We Handle
On the exterior we handle stucco repair and re-stucco, siding, fascia and soffit, balconies and guardrails, exterior stairs and landings, walkways, retaining walls, courtyards, planters, trash enclosures, mailbox and address signage, and lighting. Inside we handle lobbies, corridors, laundry rooms, and unit turns, which means flooring, paint, cabinetry, counters, fixtures, and appliance replacement between tenancies. Unit turn work rewards standardization, so we set one specification across the building for flooring, finishes, and hardware, and then repeat it. That keeps the punch list short, makes future maintenance a stocking question rather than a sourcing question, and gives the building one visual identity instead of a record of whoever was cheapest that year.
The Tenant Habitability Program and Primary Renovation Work
This is the part most owners find out about too late. Under the Los Angeles Municipal Code, sections 152.00 through 152.08, work on a property covered by the Rent Stabilization Ordinance that involves replacing or substantially modifying major building systems, or abating hazardous materials, is Primary Renovation Work. The City will not issue the permit until the Los Angeles Housing Department has approved a Tenant Habitability Plan and the owner has served affected tenants with a Notice of Preliminary Renovation Work along with the non-confidential portions of that plan. The plan has to set out how the work affects each unit through noise, utility interruption, hazardous material exposure, fire safety system interruption, and loss of access, and what mitigation keeps units habitable, which can mean working within limited hours or temporarily relocating residents. A Tenant Habitability Plan is also mandatory for soft-story seismic retrofit work under Ordinance 183893. Owners who complete the program correctly can then pursue the City’s cost recovery programs. We build the construction schedule around an approved plan rather than treating it as paperwork someone else handles.
Asbestos and Lead on Pre-1980 Apartment Stock
A large share of Los Angeles multifamily housing predates both the asbestos and the lead paint restrictions, and disturbing either during renovation is regulated work. South Coast AQMD Rule 1403 requires an asbestos survey by a certified consultant before demolition or renovation, with notification to the district and specific removal, containment, and disposal practices when asbestos containing material is present. Popcorn ceilings, pipe insulation, roofing, and resilient floor covering with its adhesive are the usual finds in buildings of this age. Separately, federal renovation, repair and painting rules govern work that disturbs paint in housing built before 1978. Both belong in the bid, not in a change order discovered during demolition, and both feed directly into the exterior painting scope on the same building.
Which Exterior Upgrades Change How a Building Leases
Not every improvement returns the same thing. Facade condition, entry sequence, lighting, and signage are what a prospective tenant reads in the first ten seconds from the sidewalk, and they are also what a deferred maintenance building broadcasts before anyone sees a unit. Courtyards and shared outdoor space convert dead square footage into a reason to renew a lease. Exterior lighting does double duty on appearance and on the security question every applicant is quietly asking. Balcony and walkway repair is not optional on a building with an inspection finding, so pairing it with facade work means one scaffolding setup instead of two. Our exterior remodeling work on multifamily property is built around that sequencing.
Working on Occupied Multifamily Property
Aggregate Construction Group holds California contractor license number 1034714 and carries general liability and workers compensation coverage. Multifamily scopes are contracted with the phasing written in, so you know which elevations, stairs, and walkways are out of service in which week and what the resident notice looks like. Request a property walkthrough and we will confirm scope, phasing, and next steps within one business day.
