Why Building in Santa Monica Is Different

Santa Monica layers rules rather than replacing them. A parcel can sit under base zoning, a coastal overlay, an architectural review district and tenant protection rules all at once, and your project has to satisfy every layer, not the friendliest one. The city moved to the 2025 California Standards Code on January 1, 2026, and it runs its own electronic plan review. We check which layers apply to your address before design, because the sequence you submit in decides how long you wait.

Coastal Zone Screened at Contract

Santa Monica will not issue a building or demolition permit for work that needs a Coastal Development Permit until that permit exists. We check the parcel against the coastal boundary before we quote, so you are never designing a project that cannot be submitted.

We Know What Clears the Counter

Not everything needs a full plan check here. Reroofs, mechanical work and some facade repairs can be reviewed the same day at the counter. Knowing which bucket your job lands in is worth weeks, and we sort that before we take drawings anywhere.

Tenant Occupied Work, Done by the Book

If a building has tenants and the work could affect habitability, the city requires an approved means and methods plan before the permit issues. We prepare it, phase around occupancy and keep owners out of the position of finding out about it at the counter.

Finishes Built for Salt Air

Ocean air is hard on exteriors. Coatings, fasteners, flashing and hardware get specified for the actual exposure of each elevation instead of one product used everywhere.

Santa Monica Remodeling Questions, Answered

Straight answers about permits, design review, timelines and what the city actually requires.

1. Is my Santa Monica property in the Coastal Zone?

Roughly, the Coastal Zone runs from the beach inland to 4th Street north of Pico, and from the beach to Lincoln Boulevard south of Pico, plus the Ocean Park area. Boundaries follow parcels, not neat lines, so the only answer that counts is the city’s own mapping for your address. We check it before we quote, because the city cannot issue a building or demolition permit for work that requires a Coastal Development Permit until that permit is in hand.

2. I only want to redo the inside. Does the coast still matter?

Usually not. A cosmetic interior remodel that does not alter the exterior footprint, the roof height, exterior structural walls or the intensity of use is generally exempt from coastal permitting. That is why interior work is the fastest project type in coastal Santa Monica. The moment you push out a wall or raise a roof, you are in a different process.

3. Do I need a permit for a kitchen or bathroom remodel?

It depends on which track you land in. Minor projects such as reroofs, mechanical installations and some facade repairs can be reviewed same day at the counter. Everything else goes to plan review, and coastal or architectural review layers on top. We tell you which track your project is in before you commit to drawings.

4. How long does plan check take?

It depends on which track you land in. Minor projects such as reroofs, mechanical installations and some facade repairs can be reviewed same day at the counter. Everything else goes to plan review, and coastal or architectural review layers on top. We tell you which track your project is in before you commit to drawings.

5. I own a tenant occupied building. What do I have to do before I start?

Disclose the occupancy on the permit application. If the Building Officer determines the work could affect habitability, you must submit a construction means and methods plan and get it approved before the permit issues. Depending on impact, it can also require a supplemental plan and a tenant relocation plan. If multiple permits are open on the property, the city can require one consolidated plan covering all of them.

6. Can I tear down an older duplex and build a single family home?

Be careful. Inside the Coastal Zone, the Mello Act restricts demolition and conversion of existing residential units and can require replacement of affordable units. This is the step that kills more Santa Monica projects than any structural issue, and it needs to be answered before you buy or before you design.

7. Do I need a soils report?

For new construction and for additions over roughly 750 square feet, plan on it, and also for parcels in geohazard zones. It is not paperwork. The soils report drives your foundation design, so ordering it late delays everything downstream.

8. What does a Santa Monica remodel cost?

Scope and finish level drive the number. What is local is the review time, since coastal, architectural and tenant protection layers each add weeks. We estimate line by line after a site visit rather than quoting a price per square foot on the phone.

9. What does a Westwood remodel cost?

Unit size, finish level and building constraints drive it. In condos, access and protection requirements add real cost that a per square foot number will never show. We estimate after seeing the unit and reading the building’s rules.
