Why Building in Beverly Hills Is Different

Two houses can share the same floor plan and the same budget, and the one inside Beverly Hills city limits will still take a different route to permit. The city adopted the 2025 California building codes with its own local amendments on January 1, 2026, and since that date any project valued at $1,000 or more has to be built by a licensed contractor. Design review, construction hours, tenant notification and site access all carry local rules on top of state code. We plan around those rules at the sketch stage instead of discovering them at plan check.

We Design for Design Review

In the Central Area, anything visible from a public street can trigger design review, including facade changes, additions, window replacements, roofing and paint. We shape the elevations early so your project has a realistic path through review instead of a redesign after submittal.

One Team Through Plan Check

Applications, correction lists and resubmittals move through the city’s electronic plan review system. We assemble the package, answer the corrections and keep the resubmittal clock moving, so your project is not sitting in a queue waiting on a drawing nobody updated.

Job Sites Your Neighbors Can Live With

Permitted work is limited to 8:00 a.m. through 6:00 p.m., crews are not allowed on site before 8:00 a.m., and Saturday work in or near a residential zone needs an after hours permit. We sequence the loud phases early, keep the street clean and keep the neighbors off the phone with code enforcement.

Finishes That Match the Address

Stone, millwork, plaster and hardware get detailed and ordered before demolition, not chosen halfway through the job. Long lead items are the most common reason a high end remodel stalls, and that is a scheduling problem, not a craftsmanship problem.

Beverly Hills Remodeling Questions, Answered

Straight answers about permits, design review, timelines and what the city actually requires.

1. Do I need a permit to remodel a kitchen or bathroom in Beverly Hills?

Almost always. Beverly Hills requires a building permit for structural alterations, interior and exterior improvements, general repairs, new construction and demolition. Municipal code section 9-1-107 sets out what needs a permit and what is exempt. A true like for like fixture swap can sometimes fall outside it, but the moment plumbing moves, electrical is added or a wall comes out, you are in permit territory. We confirm with the permit center before anyone starts demolition.

2. Can I pull the permit myself and hire the trades directly?

Only in a narrow case. As of January 1, 2026, Beverly Hills requires a licensed contractor on any project valued at $1,000 or more. The owner builder route applies only to an owner occupied single family home, or interior work in an owner occupied condo. For most remodels here, the owner builder path is closed.

3. How long does plan check take?

For a straightforward single family project, plan a few weeks for the first review, then a correction and resubmittal cycle before approval. Anything discretionary, and anything in the hillside area, takes longer. We build review time into the schedule we give you instead of quoting only the construction weeks, because that is the gap that makes projects feel late when they are actually on plan.

4. What is design review and will my project need it?

In the Central Area, any portion of the work that can be seen from a public street can be subject to design review. That covers new construction, facade remodels, additions, window replacement, roofing and significant exterior changes. A project designed by a licensed California architect in a clearly defined architectural style can qualify for staff level review, which is faster. Everything else goes to the commission. We tell you which track you are on before design starts, not after.

5. What hours can construction happen in Beverly Hills?

Permitted work runs from 8:00 a.m. to 6:00 p.m. No Sunday work, and no work on the city’s listed holidays. Crews are not even allowed to enter the site before 8:00 a.m., and doing so is an infraction. Within a residential zone, or within 500 feet of one, Saturday work requires an after hours construction permit from the building official. That is stricter than most of Los Angeles, and it is the single biggest reason a Beverly Hills schedule looks different from a Valley schedule.

6. I own an apartment building in Beverly Hills. What do I need to sort out before renovating?

More than the permit. If the residential work will take longer than one day, or if any unit in the building is occupied by tenants, the city requires a means and method plan submitted to its Rent Stabilization Division before the building permit issues. On top of that, construction hours are enforced hard in multifamily blocks because complaints come from inside the building, not just the street. We sequence unit turnovers and common area work around occupancy so the building keeps running and the owner keeps the rent roll.

7. My address says Beverly Hills but I heard I am not actually in the city. Does that matter?

It matters more than anything else on this page. Many hillside addresses with a Beverly Hills mailing address are inside the City of Los Angeles, which means the Los Angeles Department of Building and Safety reviews the project, not the Beverly Hills permit center. Different rules, different fees, different timeline. We confirm jurisdiction from the parcel before we quote, because a bid built on the wrong department is wrong from the first line.

8. What does a remodel cost in Beverly Hills?

Scope and finish level drive the number far more than the zip code does. What is specific to Beverly Hills is the soft cost, since design review, plan check cycles and site management requirements add weeks, and weeks are money on a remodel. We give a line item estimate after a site visit rather than a price per square foot over the phone, because the per square foot number is the one that turns into change orders later.
